Cheltenham Borough Council has agreed to increase council tax by 2.28%.
Councillors voted unanimously on February 21 to approve the budget proposals for 2022/23.
This will see the part of the tax bill which goes to the Borough Council increase by £5 to £224.08 for band D properties.
Council leaders say the local authority has faced unprecedented financial challenges over the last 18 months due to the Covid-19 pandemic.
Their budget proposals for the upcoming financial aim to use their assets, skills and infrastructure to shape and improve public services and promote inclusive and environmentally sustainable economic growth in the borough.
Finance and assets cabinet member Peter Jeffries (LD, Springbank) explained how the Omicron variant may have a further impact on council’s income.
But he said the council remained committed to its vision for the town.
He said: “It’s therefore more critical than ever that we set a budget that is balanced and targeted to ensure the council has the revenue resources to continue to lead the recovery from Covid-19.
“We are still committed to making Cheltenham a carbon neutral council and town.
“We are still committed to revitalising our town centre and supporting sustainable and inclusive growth for all of our residents and communities.
“And we are still committed to our £180m housing investment plan and we are still committed to no child being left behind.”
He said the council would prioritise its budgets from the bottom up to ensure all resources, assets, skills and infrastructure are used in the most effective way.
The council also approved a £1.5 million programme of savings and income as part of the budget strategy.
And council leaders accepted a proposal from the Conservative Party group to use £50,000 from the green economic recovery and investment funding reserve to establish a one-off community fund for the Platinum Jubilee.
