A Cheltenham man has been handed an Anti-Social Behaviour Injunction (ASBI) after threatening people in the town with violence.
Ben Pass, aged 45, and from Cheltenham, had also reportedly mistreated his dog, which has since been removed by the RSPCA, and followed members of the public. Offences had taken place near to his home, as well as in the town centre.
The injunction was granted by Cheltenham and Gloucester County Court on 20 December.
The case was bought against him by Cheltenham Borough Homes ASB Team, in partnership with Gloucestershire Constabulary and Solace, a joint team of officers from Gloucestershire Constabulary and the local councils, including Cheltenham Borough Council and Gloucester City Council.
The Injunction prohibits Pass from:
- Engaging in conduct which causes or is capable of a nuisance or annoyance to any person living in or visiting Cheltenham;
- Using or threatening to use violence towards any person living in or visiting Cheltenham;
- Causing damage to any property belonging to another within Cheltenham.
Pass risks arrest if he breaches any of the injunction, which runs until 20 December 2024. The court also ordered him to engage with the relevant support agencies.
Andy Wood, Cheltenham Borough Homes Anti-social behaviour team leader, said: “Anti-social behaviour is not acceptable in any form and should not be tolerated. Everyone has the right to feel safe in their home and community.
“With our partners in Gloucestershire Constabulary and Solace, we work together with victims and communities to prevent, investigate, and tackle high risk anti-social behaviour.
“Mr Pass has been offered countless opportunities to address his behaviour and seek the support he needs, yet he continued to cause harassment, alarm and distress to others.
“I would like to thank the victims and members of public who have been affected by Mr Pass’ behaviour for their support and patience; I appreciate that orders such as this can take time to be made formal.”
Cheltenham Neighbourhood Policing Sergeant Meredith Gosden added: “This is another fantastic example of the ongoing partnership work in the town to tackle Anti-social behaviour.
“The granting of this injunction will send a clear message that the behaviour demonstrated by Pass will not be tolerated.”
Anyone witnessing Pass breach any conditions of his order, should report it to Gloucestershire Constabulary on 101.
