Gloucestershire County Council has announced ambitious plans to transform 27 acres of council-owned land at Coombe Hill into a major new multi-purpose hub.
If approved by Cabinet in December, the £47 million project would deliver a new Gloucestershire Fire and Rescue Service training centre, a state-of-the-art highways depot, and an 80-bed care home. A small section of the site would also be sold for the development of around 25 new homes.
The council said the scheme is designed to modernise key services, create jobs and make better use of public assets. The proposals have been shaped with input from multiple council teams and partner organisations, with further public engagement to take place through the planning process, including a dedicated project event.
Cllr Colin Hay, Deputy Leader and Cabinet Member for Finance, Assets and Transformation, said: “The Coombe Hill project is a smart investment in Gloucestershire’s future. By bringing key services together – fire and rescue, highways and adult care – we’re making the most of public resources and supporting our communities.”
If Cabinet signs off the plans, a full planning application will be prepared for spring or summer 2026. Subject to approval, construction is expected to begin in late 2026 or early 2027.
