Plans for an “overbearing” home extension have been given the go-ahead amid concerns it will “create an oppressive feeling of enclosure” on nearby Cheltenham properties.
Borough planners have approved the scheme for 41 Hales Close in Battledown which includes a single storey front extension, rear single storey as well as a two storey extension.
The proposals, which include internal alterations and changes to the windows, were approved by Cheltenham Borough Council’s planning committee on September 18.
The proposed front extension would be around 1.2 metres greater in depth with a total projection of 2.8 metres and 3.1 metres greater in width to a total of 6.7 metres.
To the rear, the single storey rear extension would project approximately 3.3 metres beyond the rear elevation of the parent dwelling and extend the full width of the property.
The two-storey extension would sit above the single storey extension however it would extend approximately 1.5 metres beyond the rear elevation of the original home and approximately 6.6 metres in width.
Joanna De Luca Drum, an objector, raised strong objections to the plans and spoke at the Municipal Offices of how it would impact on nearby residents.
She said she believes it will significantly and negatively impact the safety, quality and character of the street’s community nature.
“Our street consists of family homes,” she said. “We have a very close knit community where residents are genuine friends.
“Often having barbecues and communicating through our Whatsapp Hales Angels group.
“We are concerned this proposed development may not be intended for use as a family home but rather rented accommodation as the new owner is understood to be a builder.”
She said they are concerned as it will disrupt the established character and safety of the street and undermine its community spirit.
Residents are also concerned about the impact the development will have on privacy, light, parking and overall quality of life for neighbouring properties.
“The sheer size of the double storey rear extension will create an oppressive feeling of enclosure,” she said.
Councillor Chris Day (LD, Battledown), ward member, who objected to the plans echoed the residents’ concerns at the meeting.
He said the proposals, for the property which could house up to six adults, did not comply with local and national planning policies.
“The two storey section of the rear extension would extend 1.5 metres into the garden,” Cllr Day said.
“The additional roof section would extend two metres before sloping
“This is overbearing to neighbouring properties and out of keeping.
“The privacy and amenity of the neighbouring properties will be impacted to an unacceptable degree.”
He said residents would not be able to enjoy their gardens.
Councillor Simon Wheeler (LD, Hesters Way) understood the concerns around the property becoming a house in multiple occupancy.
He asked if it was a matter they consider.
Officers said planning permission would not be required for a HMO of that size.
The committee voted to approve the plans by eight votes in favour with two abstentions.
