Plans to bring one of Gloucester city centre’s most historic sites back into use have been abandoned.

The Phoenix Village charity had hoped to transform The Fleece in Westgate Street into an enterprise hub for vulnerable young people, alongside retail, leisure and food outlets. But the organisation has now confirmed it will not proceed with the project.

“There are better sites in Gloucestershire for the Phoenix Village Project now, and that’s what we’re pursuing,” said CEO Marksteen Adamson.

The Fleece, a Grade II-listed site dating back to the 15th century, has stood empty for 23 years.

Gloucester City Council, which purchased the site in 2011, is now exploring alternative options.

Council leader Jeremy Hilton confirmed that assessment work is ongoing, supported by funding bids to Historic England and the National Lottery Heritage Fund.

The Fleece has been subject to several failed redevelopment attempts, including plans for a boutique hotel and backpackers’ hostel.
