Gloucestershire County Council has approved more than £3 million for its Digital Infrastructure, Inclusion and Innovation Strategy.
The programme will fund projects through to March 2028, with further investment potentially continuing until 2030.
The funding will help residents access digital devices, connectivity, training and support through a new countywide Digital Inclusion Service.
Businesses will also receive support to adopt new technologies, including artificial intelligence, and strengthen their cyber security.
The council will work with broadband and mobile providers to identify areas where connectivity still needs improving.
Much of the funding comes from money returned to the council following the success of the Fastershire broadband programme.
