Stroud District Council says it began construction on 51 new council homes during 2025/26, placing it among the top ten local authorities in England for council house building.
The Green-led authority says only Leeds, Basildon and Harlow started more council homes during the same period.
The council is also directly acquiring more than 100 additional new-build properties from developers to increase affordable housing supply in the district.
Gary Luff said the district faces an affordable housing shortage rather than an overall lack of homes, with around 3,000 people currently on the waiting list and 53 households in temporary accommodation.
The council says energy efficiency remains a key priority, with new homes in Wotton-under-Edge achieving EPC A ratings, alongside features including solar panels, electric vehicle chargers and hedgehog tunnels.
Councillor Luff said the programme aimed to provide affordable, energy-efficient homes while reducing reliance on private landlords.
